First Response® Carrier

The First Response® carrier is built for the case where armor has to go on fast over whatever you are already wearing — a patrol response, a medical call into an unsecured scene, a school or facility team that stages armor rather than wearing it. It is an outer carrier, available in high-visibility colors with optional reflective strips, quick to don, and not meant to disappear under a shirt.

Carrier and panels are two separate purchases

This is the point people miss. A carrier is a fabric platform; it stops nothing on its own. The ballistic protection comes from the panels you put in it, and the rating you get is the rating of those panels. Safe Life Defense carriers accept all Safe Life Defense panels and panels swap between carriers in seconds, so the usual approach is one set of panels moving between a concealable carrier for daily wear and an outer carrier like this one for response.

Fit is a safety spec, not a comfort preference

A panel that rides too high leaves the abdomen exposed; too low and it leaves the upper chest open while jamming into your hips when you sit or drive. The front panel should sit about two finger-widths below the sternal notch and end around the navel, and the side straps should hold it snug enough that it does not shift when you run. Loose armor moves in exactly the moment you need it not to.

Also size for what you will actually wear underneath. A carrier fitted over a t-shirt will not close over a uniform shirt and a duty belt.

What the rating does and does not cover

Soft IIIA, IIIA+ and Hyperline™ panels are rated against specified handgun threats and are not rifle rated; rifle threats call for FRAS® flexible rifle armor or rifle plates, and no armor covers the areas outside the panel. Body armor also has a service life: manufacturers date their panels, and the ballistic materials degrade with age, heat, moisture and repeated flexing. Check the date on the panel, store carriers flat rather than folded, and do not leave armor in a hot vehicle as a matter of routine.

One legal note that surprises people: under federal law (18 U.S.C. § 931) it is an offense for a person convicted of a violent felony to possess body armor, with a narrow employment exception. State law can add restrictions on top. Purchase is otherwise unrestricted for most people in most states.

What is in the box

One First Response® carrier, two First Response® side straps, and a patch pack: front ID patch, a 6″ × 3″ utility pocket patch, and an 11″ × 4″ rear patch. Panels are ordered separately — see soft armor vests and carriers. If you are outfitting a team and want the level and fit decided properly before you buy, talk to us first.
