What an infrastructure post actually covers

Fixed posts make sense at staffed plants, construction and outage windows, and control buildings. Everywhere else, the right instrument is verified roving coverage: routes with GPS-confirmed checkpoints, varied timings so the pattern cannot be learned, and a log that shows what was checked and when rather than asserting that a site was visited.

A typical programme covers gate and access control at staffed sites; vendor and contractor verification, escort and sign-out; perimeter and fence-line inspection with damage and breach reporting; lock, seal and enclosure verification against a documented baseline; camera and alarm response with a defined escalation path; observation and reporting of unauthorised aerial activity; and surge coverage during outages, storm restoration and construction, which is when access control is weakest and material is most exposed.

Reporting is the deliverable as much as presence is. A cut lock recorded with a time, a photograph and a checkpoint is evidence. The same cut lock noticed and mentioned is nothing.

Where drones, cyber and investigations come in

Long linear assets are the case where aerial coverage genuinely beats a vehicle. Drone operations and autonomous patrol systems cover corridor and array inspection, post-incident survey and rapid perimeter assessment at a cost per mile no ground patrol matches.

The other half of infrastructure risk is not physical at all. Operational technology and control networks are monitored under managed cyber services, and where a physical intrusion touches a cabinet, a laptop or a controller, digital forensics can preserve the device without a second vendor and a lost week. Where theft or sabotage looks organised rather than opportunistic, protective intelligence work runs under the same contract.

How a programme is priced

Fixed posts are quoted per post, per hour. Remote and roving coverage is quoted per route, with drive time, site count and check frequency as the variables — and drive time across a desert corridor is the dominant cost, which is why route design saves more money than rate negotiation. Armed coverage, specialised access qualifications and outage surge each carry their own rate.

Included rather than billed separately: site survey, route design and checkpoint mapping, post orders, supervision, GPS-verified reporting, uniform and standard equipment, licensing and insurance. Quoted separately: aerial coverage, emergency and storm surge, investigative and forensic work, and any specialised equipment a site requires.

Frequently asked questions

Is a guard on site the right answer for a remote substation?

Usually not, and the honest version is worth hearing: a standing post at an unmanned site is the most expensive way to buy the least coverage. Verified roving patrol at varied timings, combined with detection and a defined response, protects more sites for the same money. We will scope it that way even though it bills less.

How do we know a remote site was actually checked?

GPS-confirmed checkpoints and time-stamped reporting. Presence you cannot evidence is presence you are not buying — and it is the single most common failure in remote-site contracts.

What do your officers do about a drone over the site?

Observe, record and report — direction, duration, altitude if estimable, and any operator sighting. They do not interfere with an aircraft. Countermeasures against a drone in flight are federally restricted, and any vendor offering to shoot one down for you is offering you a federal problem.

Can you cover outage and storm restoration at short notice?

Yes. Outage and restoration windows are exactly when access control is weakest and material is most exposed. Surge coverage is scoped in advance so it can be called rather than negotiated at the moment it is needed.

Will your documentation stand up in a NERC audit?

Post orders, access and visitor logs, patrol records and incident reports are written to be produced as they are, without reconstruction. If you are subject to CIP-014 or CIP-006, tell us at scoping and the records are structured to it from day one.

How does heat affect the patrol plan?

Materially, and any Arizona proposal that does not mention it was written somewhere else. Timing, vehicle and equipment specification, water and rest planning and officer safety protocols are all built around summer conditions, and monsoon access changes are planned for rather than discovered.
