The threat picture, specifically

Residential security has an unusual property: the overwhelming majority of incidents are low-value, high-frequency and deeply annoying, while the events that actually justify a security programme are rare and serious. A patrol built only for the first will not be ready for the second, and a programme built only for the second will feel absent every day of the year.

The volume sits in vehicle burglary and garage entry, and most of it is opportunistic — unlocked cars, doors left up, garage remotes visible on a visor. Package theft follows delivery patterns. Gate tailgating is constant in any gated community and is the reason most “secure” communities are not. Unauthorised amenity use, party rentals and short-term-let properties generate the complaints that dominate a board meeting. And parking is the single most reliable source of resident conflict in the history of homeowner associations.

Underneath that sit the serious ones. Domestic incidents are the most dangerous calls a residential officer attends. Stalking and harassment of a resident is a case, not a patrol matter. Estate and high-net-worth homes carry staff and vendor churn, deliveries, and a public profile that occasionally attracts attention. And new-build construction inside a community is a theft target in its own right, with lumber, appliances, copper and tooling sitting in unsecured structures overnight.

Arizona has two conditions that shape all of it. The state is unusually dense with planned communities and HOAs, which means much of this work is performed under association authority rather than a single owner’s. And the winter-visitor pattern leaves large numbers of homes vacant for months at a time — a seasonal vacancy map that is obvious to anyone paying attention, and the reason vacation-watch checks are worth more here than almost anywhere else.
