The threat picture, specifically
Cargo theft is a professional crime, and it separates into three kinds that need three different defences. Straight theft is the trailer taken from a yard, a truck stop or an unsecured drop. Pilferage is the load that arrives light, taken in quantities small enough to be argued about. And strategic theft is the one that costs the most and looks the least like a crime while it is happening: fraudulent carrier credentials, a fictitious pickup, a load handed to a driver with paperwork that checks out to anybody not looking hard.
Two patterns hold almost everywhere. The first is that a stolen load usually moves early — the highest-risk window is the first stop and the first stretch of the journey, before anybody expects a check call. A load parked unattended in the first few hours is the load most likely to disappear. The second is that inside knowledge is common: what is on the trailer, when it moves and where it stops is information, and information leaks from dispatch, from the dock and from a driver’s phone.
Arizona sits on the routes that matter. The I-10 corridor carries freight between Southern California and Texas; I-19 runs north from Nogales, one of the busiest land crossings on the southern border and the dominant gateway for fresh produce in season. Phoenix has become a distribution hub in its own right, with large yards, long fence lines and cross-dock operations running at night. Produce season concentrates high-value, time-sensitive, temperature-controlled loads into a compressed window — which is precisely when yard capacity is stretched and trailers sit where they would not normally sit.
